In September 2025, DC’s Dept. of Energy & Environment published an extensive report revealing that about 30,000 DC residential accounts on average paid 70% more than Pepco’s regulated electricity rates. The DOEE report noted that higher terminations and higher past-due balances fell on DC’s most vulnerable families.
The DC City Council is now considering a new bill to reform the market. DC’s 2025, 2024 and 2023 results listed below show that DC’s #1 supplier is CleanChoice Energy that sells “100% clean electricity” backed by Renewable Energy Certificates. In 2025, DC CleanChoice’s 5,500 customers paid about double- $940 more per account for the year over Pepco’s average 14¢ electricity supply rate.
