DC - Smallest market, highest price gouging

In September 2025, DC’s Dept. of Energy & Environment published an extensive report revealing that about 30,000 residential accounts on average paid 70% more than Pepco’s regulated electricity rates. And the report noted that higher terminations and higher past-due balances fell on DC’s most vulnerable families. Included in Mayor Bowser’s 2026 Budget Support Act are rate maximums.
